Data Operations Coordinator

Job Summary:

Reporting to the Provincial Lead, Biostatistics, the PBCO Data Operations Coordinator plays a key role in ensuring the data integrity of all PBCO information systems. Responsibilities include coordinating and performing operational tasks related to collecting transfusion data for the PBCO information systems according to procedure and within expected timelines. The PBCO Data Operations Coordinator is responsible for validating data transfer files received from reporting facilities and actively identifies and resolves issues with respect to transfusion data quality.  

Other responsibilities include validating PBCO applications upgrades, assisting with validation of transfusion data and reports, as well as developing department operations SOPs and training material.  As a key member of the Business Intelligence Team, the PBCO Data Operations Coordinator contributes strategically in the ongoing development and improvement of blood and blood product and patient data collection practices and plays a pivotal role in ensuring that the data collected and compiled is accurately presented and reported.

In this role, the Data Operations Coordinator will be communicating and collaborating with internal and external stakeholders including but not limited to BCCSS, the Ministry of Health (MoH), care providers in the BC Health Authorities, Canadian Blood Services, and the Public Health Agency of Canada.

Duties/Accountabilities:

DUTIES AND RESPONSIBILITIES
Technical
1.Schedules, receives and imports data from all BC Hospitals and Yukon.  Performs quantitative analysis to ensure records are complete and troubleshoots and resolves data issues involving import errors.
2.Leads the validation of revised/modified hospital data transfer files, in close collaboration with the hospital validator. Prepares validation summaries and sign off documents as required at the completion of validation.
3.Reviews provincial transfusion reaction reports and enters data ensuring compliance with all associated data reporting requirements for the national transfusion reaction reporting system, including timely and accurate data exports to the Public Health Agency of Canada on behalf of all reporting hospitals in the province.
4.Performs privileged administrative functions in all PBCO applications, including updating and maintaining data registry tables to ensure appropriate mapping of institutions, product mnemonics and product modifiers in order to ensure data quality and integrity.
5.Performs data management functions to ensure accuracy and quality of information management systems, including importing files, validating data, clarifying discrepancies and editing/correcting data. Follows up with hospitals, clinics, patients and clinicians to clarify and correct information as required.
6.Performs validation of all PBCO application changes to ensure functionality and compliance to defined expectations and assists with other data and report validation.
7.Develops and maintains operational related documentation including training documents, processes and standard operation procedures to support applicable PBCO information management systems.
8.Performs routine privacy audits in accordance with confidentiality and privacy requirements.

Working relationships
9.Tracks all incoming internal and external data requests and ensures all requests are completed on a timely basis. Distributes reports to internal and external stakeholders and collaborates with team to ensure ad hoc data requests are validated and complete.
10.Provides input and advice on the development and implementation of PBCO information management systems in close collaboration with internal and external stakeholders.
11.Coordinates the integration, effectiveness and sustainability of PBCO information management systems by proactively consulting with internal and external system stakeholders.
12.Provides end-user support and assists with identifying and troubleshooting system issues and escalating issues for technical assistance.  Maintains communication with users and documents incidents.
13.Liaises between the Business Intelligence and Business Operations Teams to identify and clarify requirements for all PBCO information systems and reports.

14.Leads the development and improvement of data collection in order to ensure quality data and to realize increased efficiencies.

Decision-Making
15.Retrieves and extracts data, analyzes and summarizes statistical information, performs calculations and tallies to identify inconsistencies in data.
16.Interprets the data and information collected, and its potential applicability.
17.Proposes alternative methods to obtain, extract and analyze data collected to improve data quality and consistency.
18.Chooses the most appropriate method to disseminate findings on inconsistencies in data collected (ex: reports, presentations, other visualizations).

Budgets
19.Not responsible for a department or business unit stream.

Performs other related duties as required.

Qualifications:

QUALIFICATIONS
Education, Training and Experience
A level of education, training and experience equivalent to a Bachelor’s degree in Health Information Management, Data Management or related field, or to a Registered Medical Laboratory Technologist with a minimum of five (5) years recent experience in a hospital Transfusion Medicine Laboratory and/or working with health information in a sophisticated computer environment.

Skills and Abilities
• Moderate to advanced data management skills and a high degree of computer literacy are required.
• Demonstrated ability to use database, spreadsheet and word processing software at a moderate to advanced level.  Knowledge of SQL is an asset.
• Demonstrated ability to communicate effectively both verbally and in writing; expertise in technical documentation.
• Strong interpersonal and collaboration skills and the ability to establish and maintain effective working relationships internally and externally.
• Superior analytical skills, including the ability to troubleshoot, comprehend, analyze and resolve complex issues.
• Excellent organizational skills, attentive to detail with the ability to multi-task and prioritize workload and work quickly and accurately under pressure to meet deadlines in an evolving IT environment.
• Ability to work independently and as part of a team
• Experience with leading and coordinating projects to meet project deadlines.
